Given the widespread and growing use of statewide kindergarten entry assessments, it is important to understand how to choose and use assessments wisely. This brief summarizes research and provides recommendations for state policymakers about how to select, develop, and implement high-quality assessments that can both improve policy systems and support equitable learning. Develop a well-qualified, diverse workforce through adequate compensation as well as high-quality, practice-based preparation and professional learning that recognizes and leverages children's diverse linguistic and cultural backgrounds.

You will plan a quality curriculum for children using a holistic approach while responding to their ideas and play. You will apply the main components of developing curriculum and practice preparing developmentally appropriate and open-ended experiences for children. Through practical experience, you'll get the feedback you need to develop best practices, recognize stages of development, plan curriculum based on children's interests and needs and understand the impact of the environment on behaviour. In conflict-affected poor countries, children are twice as likely to die before their fifth birthday compared to those in other poor countries. In industrialized countries, 4 per cent of children are physically abused each year and 10 per cent are neglected or psychologically abused. According to Piagetian theory, language and symbolic representation is preceded by the development of corresponding mental representations. Research shows that the level of reflective abstraction achieved by young children was found to limit the degree to which they could represent physical quantities with written numerals. Piaget held that children can invent their own procedures for the four arithmetical operations, without being taught any conventional rules.

Early childhood education is encouraged for the healthy development and nurturing of all these important foundations, and trends show that parents are increasingly recognizing this. In fact, according to the National Center for Education Statistics , enrollment in prekindergarten-level education has risen from 96,000 to over 1 million in the last 30 years. Beyond benefitting societal good, ECE also significantly impacts the socioeconomic outcomes of individuals. For example, by age 26, students who had been enrolled in Chicago Child-Parent Centers were less likely to be arrested, abuse drugs, and receive food stamps; they were more likely to have high school diplomas, health insurance and full-time employment. Studies also show that ECE heightens social engagement, bolsters lifelong health, reduces the incidence of teen pregnancy, supports mental health, decreases the risk of heart disease, and lengthens lifespans. Nathaniel Hendren and Ben Sprung-Keyser, two Harvard economists, found high Marginal Values of Public Funds for investments in programs supporting the health and early education of children, particularly those that reach children from low-income families.

To achieve the goal of increasing access to high-quality programs for all children, it is vital that families and policymakers fully understand what quality looks like and what structures are needed to support it. The quality indicators identified in this issue brief can serve as a roadmap for policymakers to ensure the key supports are in place to help programs achieve and maintain quality and to help families access those high-quality programs. In order to ensure high-quality programs are available to all children, public funding needs to be sufficient to cover the costs of quality and provide families with help to afford the cost of private tuition. To that end, this issue brief highlights three core indicators of high-quality early childhood programs, and identifies six structural supports that are necessary to achieve and maintain high quality. These indicators and supports provide a roadmap for policymakers as they develop solutions to the current child care crisis and can also serve as a guide for parents seeking to make the best and most informed choices for their child. There is a critical need to better understand the components of high-quality early childhood education programs to ensure policy solutions adequately support and promote access to quality for all families.
